What method do you use when you need to mix a fairly specific ratio of liquids?
…Say you want to mix 30% of a medium to 70% of a particular paint color… what precise methods are there beyond eyeballing it? I’ve heard some folks use a baby medicine syringe, for example, as they can use the dosage lines… but I’ve no idea what 30 and 70% would be on one of those.

That would depend on how big you want your batch to be 30%-70% ratio could 3-7 drops or 3-7 gallons. In using a syringe,it would be 3 lines on the syringe to 7 lines on the syringe,if I understand correctly what your asking

I use the Tamiya paint stirring sticks. One end is a blade for stirring, and the other is a little spoon cup for measuring. So precise measuring is easy. At a 70/30 ratio I would use 7 scoops of one color, and 3 scoops of the other color. I only use my eye droppers for thinners, as cleaning paint out of them never gets them as clean as they were after measuring paint.

There are empty dropper bottles available, the kind of Vallejo/Ammo/AK and all the others, if you don't mind filling a portion of the mix color in the bottles first. So no need to dirty any syringes. I go rarely beyond the Mk.I eye ball device. On armor it's most of the time not critical. When I know I have to paint repeatedly at several stages of the build the same color I try to rely on something readily available from the jar or I prepare a larger portion of individual mix.

I have tiny measuring cups with many different forms of measurements on them. Thats about as precise as I get. I like the tamiya stirring stick idea with the scoop on the end. I have seen those but haven't pulled the trigger on them. This makes me want to try them out.
