Ok iam working with the hairspray chipping and ready to go to the next stage washes oil paint but want to protect the base coat due to the hairspray. I want to use dull coat testors I know it's lacquer but use kleen strip odorless mineral spirits to thin down ak Interactive and ammo washes and oils am I going to have a reaction with a kleen strip and dull coat

Quite possibly. I'd say test it on a scrap model first, or just use an acryllic lacquer and Robert's your father's brother.

I would stick with an acrylic clear coat

I've used Testors Dull Coat from a spray can for years, over all types of paint, and never had a problem. As above, test it on a small spot first.
