Good Day Folks!
The only area of modeling, that I have not attempted yet are the "floaty" things ;D With that being said, I am looking for suggestions, on a kit for my first build. All suggestions are greatly appreciated, any scale is fine, would like to keep it under $30usd if possible. Also, any "special tools" or building supplies needed?

get a 1/350 scale its would be a great start, since a 1/700 scale need a lot of patience due to very small parts you can always get the USS independence for starters.

The Tamiya 1/350 Fletcher is a good kit to start,Trumpeter stuff builds up nice.staying under $30.00 might be a challenge though.
