Ok hot topic (pun sort of not intended) here in Sin City. In 2006 a civil court ruled an employers needs/requirements take presidence over an employees right to display tattoos.
The local police agencies are now requiring officers with "visible ink" to cover the art work with long sleeve shirts, neckties, and other uniform issue pieces of attire. Now, that said, it got to 119-120 here yesterday. I am strictly in plain clothes but our people must cover up as well.
I understand the need to look professional, I also have no issues with tats. I personally have no ink due to religious beliefs, but that's my story.
Here's my point, most of these folks were hired with the tats and it is being done unilaterally, but does it really matter?
Thoughts please.

It's a fine line that various organizations walk in different ways. It doesn't qualify as a form of hiring discrimination that's recognized by federal law and most likely not something that state law would protect either like they would other forms of non-job-duty-related discrimination (age, sex, race, or religion). Employees, regardless of their role, are considered to 'represent' the company they work for in whatever capacity the job entails. The employer, as a consequence, has the right to set dress code standards and other appearance-related policies so long as such policies do not create a hostile work environment, create an environment of sexual harassment, etc. There's a lot of leeway provided to the employers in cases like this because tatoos can be construed as non-professional, be potentially offensive to some people, etc. depending on the work environment and employee(s) in question despite some arguments (unsuccessful) in the past that have claimed tatoos are a form of expression and therefore a form of protected free speech. The reason those arguments failed was due to the fact that freedom of expression is something the government cannot infringe upon but private entities can and do control all the time in terms of what they consider to be acceptable/unacceptable behavior by their employees through company policies and disciplinary action (including termination) for failure to comply with those policies.
I'm assuming the police force in this particular case are likely unionized and therefore it could become a union issue, but that would depend on the nature of the employment contracts and CBA in place.

It has been a union issue, that's why it was taken to court. Back in Missouri, where I retired from, police departments cannot by law be "unionized". We have a great association, CBA and what not. When I became a cop the rule was no visible ink. Long sleeve shirts were required but back then we were talking the occasional hula girl, fouled anchor or EGA. Now a days it could be full arm sleeves and neck tats.
I just wonder what the average joe citizen thinks.

It's a state-by-state issue when it comes to the degree of unionization of 'government' employees like police, firemen, teachers, etc. I live in Texas (right to work state) so there can be some pretty bizarre twists/turns in that department. I'll never forget working as a classroom teacher and being forbidden to engage in 'union' activity like collective bargaining, strikes, etc. but still needed to belong to an 'association' in order to have insurance for potential lawsuits. Meanwhile right across the border in New Mexico where my wife is currently teaching, the rules are totally different!
Back to the tats question, speaking as an average joe citizen, I don't have any issue with police officers sporting tats...but since tattoos are still closely linked to criminal elements (gangs in particular), I can see where it would cause issues among some elements of the public and heartburn among the brass and politicians. I recall that restaurants used to have similar policies about servers and now many of those same restaurants have relaxed or eliminated those requirements as tattoos have become more common and more socially accepted (especially among younger people where it's more the norm vs. the exception these days) as opposed to automatically labeling someone a thug/criminal just because they have ink. Social attitudes are shifting and institutions will gradually shift along with them. The military's stance on tattoos now vs. say 10 years ago is a prime example I suppose.
